A new modern secure wing has been commissioned at the Central Pretrial Detention Centre under the Penitentiary Department of the Ministry of Internal Affairs.

The opening ceremony was attended by Minister of Internal Affairs Lieutenant General A. Tashpulatov, heads of law-enforcement agencies, and representatives of the public. The guests inspected the conditions created at the facility. It was noted that the new wing is another important step towards upholding human dignity and operating in accordance with international legal standards.

The conditions, security measures, and legal safeguards at the Central Pretrial Detention Centre ensure that people under investigation are held in accordance with the law until a court delivers its judgment.

To safeguard the right to legal defence and speed up investigative procedures, the number of rooms for meetings with lawyers has been increased to 50, while rooms for investigative interviews have increased from 6 to 25.

Modern information technologies and innovative solutions have also been introduced. The number of rooms for short visits with close relatives has risen from 14 to 36, eliminating unnecessary queues and long waits.

The E-Mahkum information platform and the Qal’a intelligent monitoring platform have been integrated into a single system. Data exchange has been established with 25 organisations, and correspondence with courts and investigative bodies has been fully transferred to electronic form.

The facility’s access-control system has been fully automated. Separate entrances and exits have been organised for visitors, staff, and lawyers, helping to eliminate artificial queues.

During the visit, participants were also briefed on the recreation area established within the facility and on the operation of the Digital Store, M-billing, and Video Meeting systems introduced for the needs of people held there.

The new wing of the Central Pretrial Detention Centre is an important step towards further improving the penitentiary system.
